China has realized a dream
昨夜下了一場雨，給悶熱的蓉城好歹添了一絲涼意。周興和今天起得很早，他在小區(qū)的林蔭道上慢慢走了一圈，梳理了一下自己的思緒——今天，他要去參加省里關(guān)于秸稈綜合利用的答標會議。

會議肅穆而凝重。大會會場，用屏風隔成了21個半圓形的小間，每個小間坐著1名專家。會議紀律規(guī)定，專家之間相互不能交流觀點，用打分舉牌的方式統(tǒng)計分數(shù)。預(yù)選中標的8家單位坐在專家對面，進行答標。一旁，還有公證機關(guān)監(jiān)督公證；各新聞媒體的鏡頭也對準答辯現(xiàn)場，全程進行錄像?？梢哉f，這樣的安排相對還比較公開公正。
The meeting was solemn and dignified. The hall was separated into 21 semicircular small rooms by screen, and in each small room there was 1 expert. The meeting discipline stipulated that the experts were not allowed to share their views with each other, and the scores were counted by means of marking by them respectively. The 8 units who won the bid in the preliminary selection sat opposite the experts and answered the bidding questions. Besides, there were the notary organs to supervise; the cameras of all news media also aimed at the scene of question and answer, and the whole process was recorded by video. It could say that this arrangement was relatively open and fair.

周興和當天又被安排為最后一位答標者。前面的答標人員盡管準備也很充分，但在答標時還是免不了翻書看資料之后，來回答專家們的提問。整個過程毋庸贅言，輪到周興和答標時，他胸有成竹地一口氣將專家問到的問題、想要問的問題、還沒想到的問題都倒了出來，反倒弄得專家們找不到要提問的話題了。
Zhou Xinghe was scheduled to be the last bidder that day. “我們的產(chǎn)品不但獲得3項中國發(fā)明專利，還申報了另外1項專利，以及中國專利博覽會金獎，而且多年用戶使用的實踐證明，這些技術(shù)是成熟可靠的。”周興和說對專家們說道，“這樣，如果專家們對我們生產(chǎn)的產(chǎn)品還有疑問，我叫員工送點樣品來叫大家現(xiàn)場鑒定一下。”

當星河建材廠的員工在送樣品途中，出租車司機聽說是這些樣品是為解決秸稈焚燒問題而生產(chǎn)的，說什么都不收出租車費了。由此可見，市民們對農(nóng)村秸稈焚燒問題的關(guān)心。

“請問周廠長，”周興和的答辯結(jié)束，會場沉默了幾分鐘，專家組組長突然問了一句題外的話，“假如你這次沒有中標，怎么辦？”

專家們舉牌，現(xiàn)場統(tǒng)計結(jié)果，成都一家頗有影響和實力的科研機構(gòu)才得了50多分，而星河建材廠卻得到了總分83.6的最高分！事已至此，其他競標者自然就悻悻退場了。

1998年9月20日，四川省科技廳召開了新聞發(fā)布會。在新聞媒體頻頻亮起的閃光燈中，科技廳廳長在會上宣布：《城郊秸稈綜合利用》科研項目中標單位是——四川星河建材廠！

今年5月，四川省成都市郊區(qū)農(nóng)民焚燒秸稈的一把火，將成都熏得猶如一座“煙城”。那段時間，成都各大新聞媒體連二連三播發(fā)、刊登市政府的“禁煙令”，但農(nóng)民好像吃了“豹子膽”，照燒不誤。其實農(nóng)民也苦于找不到秸稈處理的出路，何況栽秧又迫在眉睫。

Zhou Xinghe won the first bid for a scientific research project in Sichuan Province, giving his invention another public validation. 2021年9月5日《廉政內(nèi)參》第4期的第38頁“人民心聲”欄目刊登標題“我國建筑和建材領(lǐng)域一場顛覆性的革命”，其中第三節(jié)（第42頁）小標題“愿星河新型材料的偉大發(fā)明得到國家大力推廣，造福人類”的第七行摘要：“在當今中國，利用自己研發(fā)的高新科技成果走向世界的有兩個人和兩個項目：一個是袁隆平先生和他的雜交水稻，正在解決人們的吃飯問題；一個是周興和先生和他的秸稈建材，正在解決人們的住房問題”。合乎科技興國的偉大戰(zhàn)略。
