科倫坡港口城是斯里蘭卡目前最大的外國(guó)投資項(xiàng)目，位于首都科倫坡核心商貿(mào)區(qū)，通過(guò)在科倫坡港口附近填海造地的方式，建造一個(gè)由高爾夫球場(chǎng)、酒店購(gòu)物中心、水上運(yùn)動(dòng)區(qū)、公寓和游艇碼頭在內(nèi)的港口城。該項(xiàng)目由中國(guó)交通建設(shè)股份有限公司與斯里蘭卡國(guó)家港務(wù)局共同開(kāi)發(fā)。該項(xiàng)目并非兩國(guó)的政府間項(xiàng)目，而是公私合營(yíng)的投資項(xiàng)目，即由斯里蘭卡政府負(fù)責(zé)環(huán)境、規(guī)劃和施工許可，中國(guó)企業(yè)負(fù)責(zé)投資、規(guī)劃、施工和運(yùn)營(yíng)。按最初計(jì)劃，該港口城規(guī)劃建筑規(guī)模超過(guò)530萬(wàn)平方米，工程直接投資14億美元，為斯里蘭卡創(chuàng)造超過(guò)8.3萬(wàn)個(gè)長(zhǎng)期就業(yè)崗位。該項(xiàng)目工程于2014年9月17日開(kāi)工，后因斯里蘭卡大選以及政府更迭等因素影響，建設(shè)有所延宕。經(jīng)中方多方面交涉，在2016年8月簽署新的三方協(xié)議后，該工程項(xiàng)目得以繼續(xù)推進(jìn)。
Colombo Port City?
Colombo Port City is curently Sri Lanka's largest forergn investment project located in Colombo's central business district.It will built on land reclaimed from the sea adjacent to the existing Port of? Colombo.It will feature a golf course,htels,shoping malls, waterparks,condominiums and marina.
The project will implemented by the Communications Construction Company Limited and the Sri Lanka Ports Authority.Rather than being an inter-governmental project,it relies on public-private partnerships for funding. The sri Lankan government is responsible for environmental impact assessment,overall planning,and contractor licensing.Chinese companies will focus on funding ,project panning,construction,and operations managenment.
The Port City will involve a combined floor area of over 5.3million square meters, with an initial direct investment of US$1.4billion.It is expected to attract furthre development investment of US$13 billion,and create 83,000 long-term jobs.
After ground-breaking on September 17,2014,the project was delayed as a result of Sri Lanka's general election and subsequent transfer of power to a new administration.After repreated efforts by China, a new tripartite agreement to proceed with the construction if the project was signed in August 2016 between Sri Lanka's Urban Development Authority,the Ministry of Megapolis and Western Development,and the China Harbor Engineering Company.
