注：resolution 在字典中的意思是 a formal decision or statement agreed on by a group of people, especially after a vote.
proposal 在字典中的意思是 a plan or suggestion which is made formally to an official person or group, or the act of making it.
step down: If someone steps down or steps aside, they resign from an important job or position, often in order to let someone else take their place.

注：從這題開(kāi)始，開(kāi)始一波 approach 三連>^<。這里附上 approach 在字典中作為名詞的解釋。
1. a method of doing something or dealing with a problem
2. a request from someone, asking you to do something for them 接洽、要求
3. the approach of a particular time of event is the fact that it is getting closer

我的分析：我覺(jué)得這句取的應(yīng)該是 approach 的第一個(gè)意思。然后 either...or... 指的是“要么…要么…”，兩者取其一。

我的分析：這一句中的 approach 應(yīng)該取的是第二個(gè)意思。但最后一句我不是很懂？按我的理解翻的。

我的分析：這句的approach我覺(jué)得還是第一個(gè)意思，然后注意 global 除了 affecting or including the whole world 的意思， 還有 considering all the parts of a problem or situation 的意思。

注：注意 bank 除了“銀行”還有 a place where human blood etc is stored until someone needs it 的意思，即“……庫(kù)”。這句中的 bank 應(yīng)該就是這個(gè)意思。但我查了一下資料，有個(gè)機(jī)構(gòu)就叫“核燃料銀行”，可能當(dāng)時(shí)的譯者覺(jué)得翻成“銀行”很形象。
